Dutra and Henderson edged two other challengers in the April 8 elections. Dutra is serving his first term after being appointed to the council to replace longtime Councilman Greg Nordbak in August 2012. Dutra said his priorities for his first, four-year term are to balance the budget, renovate and re-energize Uptown and maintain the “high standards” Whittier residents “have grown to expect.”
